Are you supposed to wear boxers under boardshorts?

I live in Ohio and when I got to the water park, I see most guys, or at least half of teenage guys do. Is there a reason for this? Comfort? Style? Protection?

 Showing off your boxers with your board shorts is cool.

If there is no net liner, just wear your jockstrap.  A jock will keep everything in its place.
