Are you surprised that North Korea has stopped shutting down its nuclear reactors?

That's strange. Usually appeasement works. Like when Neville Chamberlain emerged from meeting with Hitler with a tooty grin and a declaration that he had achieved "peace in our time".

It sounds to me like maybe the UN needs to issue a sterner rebuke to North Korea. Like maybe put them on double secret probation.

Not at all. But keep in mind this is "W"s watch. His administration cut the deal. Time the buck stopped on the right desk! I know we are still at war with North Korea. My father and uncles were still fighting it openly when I was born. That has nothing to do with this question. The second Bush administration cut the current deal with North Korea and if it is failing it is the second Bush administrations responsibility....

North Korea has always been an enemy. My Dad was in the army and in Korea in the 1950's. They will always be an enemy to the USA.
