  3. I am not surprised as it is the military investigating the military.

    As the previous answerer stated, those at Abu Grauve photographed themselves and someone had to pay the price, and it is not the senior officers or their seniors.

    Remember My Lai during the Vietnam War. Lt. Calley was charged and went to prison for a year then to home arrest (of a life sentence) and was released after only serving 16 months. Many of his platoon should have also been convicted as many of his superiors who authorized the action or knew about it and covered it up.

    The US has a history of not prosecuting their soldiers for "War Crimes" and they refuse to allow any of their citizens (military or civilian) to be tried by the "International War Crimes Tribunal" (IWCT) or the "International Court of Justice" (ICJ) which was the place for such trials prior to the recent establishment of the IWCT. The law that refuses the IWCT & the ICJ to try US citizens was passed in the early 1990's by Congress.

    Where does it state that he was even involved in the shootings, let alone charged in the shootings?

    Read it again, "...failing to properly investigate..."  He was charged with not doing his paperwork correctly.
