Ascendant is a little more specific than Rising Sign, although by and large they are similar.

Rising Sign is the zodiac sign that was found at the Eastern Horizon at your time of birth, hence it can be any of the 12 signs - Aries, Taurus, Gemini etc..

The Ascendant is a little more specific - its tells you the exact degree in the sign which determines the Ascendant. Hence, it is something like Aries 21' 45 deg or Libra 08'31 deg
