Aren't (Texas) highschool drug tests paid for by the State?

Our son has started football 2-a-days and has to have a drug test done for $15. Was is the expense on the parents? We thought drug testing was mandated by the State and the State was to cover costs..??? State of Texas. I'm looking for input from those that know the facts. Thanks!

I live in Virginia and the state pays for the drug tests. I dont know if they really do drug tests because a couple people in my school were smoking dope after practice everyday and they got tested and nothing happened lol.
