Seems you'd be better off seeing a lawyer, telling them your plight, and letting them do the research for you. I'm certain that  if they feel you've got a worthy case, they'd be happy to earn their keep. Sorry to hear about your dad. Being a cop, I was interested in reading more about the matter. Not much is revealed by the news article however. A lawyer would be able to find out more for you.
