Arms and face get super hot while hands and feet are super cold. is this strange?

This happens to me a lot and it feels uncomfortable sometimes. My hands and feet are really chilly but my arms and face are so hot they hurt from the heat. When i put cold on my arms or face when they are hot, they hurt more. when I put hot water on my hands, they get really tingly but still feel cold.
