In that pweriod, the US Army was only minimally involved in Vietnam.  There was a Military Assistance Command, which was in charge of helping to determine what equipment and training would most benefit the ARVN, and there were a few hundred US Army Special Forces advisors helping to train the ARVN and instill the American Way of War.  As it turned out, of course, they were just the leading edge of a large and then massive troop deployment, and the American Way of War was probably rather poorly suited to the terrain and the sort of conflict being fought, but those Green Berets in Vietnam in the early 1960's were trying hard to overcome the incompetence and timidity of their ARVN counterparts.  For a good read on the topic, consider Sheehan's "A Bright and Shining Lie" about John Paul Vann and the MACV and advisory program.  It's well written and well documented, and starts in the period you're enquiring about.
