The money was given out under the Air Transportation Safety and System Stabilization Act, which was signed by Congress in late September 2001.

  1. The $10 billion to which you refer was a loan guarantee. By 2004 all of the money that was borrowed was paid back to the lenders. The government merely guaranteed the loans. It didn't cost the taxpayer a cent in the end, as none of the airlines that received the loans went bankrupt during the life of the loan.

  2. Safety

  3. I would assume it was given out proportionately based upon the volume of passengers each airline serves per year.

Or if you're a cynic, it was given out based upon which airline's lobbyists paid the Congressmen the most.
