  1. Many studies have linked Diabetes 2 and the content of inorganic arsenic in drinking water. Arsenic is considered a contributing factor for development of Type 2.

    At the same time drinking plenty of water while contributing to prevent over eating and hence reduction of obesity, may contribute to augment the diabetic state thus producing a paradoxical effect. The paradoxical effect is because of the arsenic in the drinking water is suspected to be a causative factor in development of Type 2  diabetes.

    But  reduction of obesity contributes to control of diabetes 2.

    I consider this question by Mdgreg a very good one and is the type which promotes intelligent discussion.

    The mechanism has been improperly understood. Many studies have shown the following mechanism. (But there are some inconsistencies).

    There are two transcription factors involved in insulin related gene expression called upstream factor 1 in pancreatic beta cells and  peroxisome proliferative activated gamma receptor in pre-adipocytes. The action is at those sites. (see link  2 below).

    The main mechanism is by blocking the vital task of converting blood sugar to energy by blocking receptors which allow glucose to enter cells.

    Please see link 1 about one of the latest reports of a study done in USA.

    Endless research has been done, many contradictory, but the most important thing to remember is that the link between arsenic and diabetes has been adequately shown.
