Go to http://www.telefonbuch.de (also in English) and search for him there...It's not allowed (by German law) to publish private addresses & phone numbers in a forum.  

When you search, you also should write his family name first and then his surname (like "Müller Arshad") and enter Euskirchen for the name of the town.
