Art help here!?

ive always loved looking at art, but i never knew how to do it. how can i do art like :

AMAZING is relative and subjective. Personally I don't consider what's shown in those 2 links, to be ART, in a strict sense.

   Many sites,,, NOT THOSE BLOGS,,, offer courses, for $$$, and some might even be legit, but learning the process is a challenge no matter.

  Beyond that, the Main link to deviant art is pretty much just a display warehouse of the works of others, not at all a teaching aid
