Article 2 , section 3?

Could someone please explain Section 3 , article 2 to me very good. In my veiw, its confusing. Like breaking it down would be nice please.

    Section 3 - State of the Union, Convening Congress

    He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.

    It says 1) He has to give the State of the Union (now televised and on radio) to Congress

    2) He can hold a meeting for either/both Houses, telling them to leave at a reasonable time.  Only during UNUSUAL circumstances (i.e. ... war?, nuclear disasters?, etc.)

    3) He can have representatives of other countries over.

    4) He needs to do his job as Chief Executive of the nation and  make sure laws are executed.

    Seems simple enough ..

  3. If you are referring to the US Constitution it refers to some of the duties and powers of the President.
