As Relative Humidity Decreases does the Chance of Precipitation Increase or decrease?

I'm thinking if RH decreases condensation can't occur so moisture can't be added to the cloud. Is this right

  3. Decrease because that there is less moisture for clouds and rain.

  4. Relative humidity where?  In the cloud, it is 100%.  If there is no cloud there will almost certainly be no precipitation.  However, rain can fall onto very dry layers. I have seen rain fall when the humidity at the surface was less than 20%, and I've seen no rain with 100% humidity. Where the rain is forming the humidity will be 100% or even a little greater.
