What I would do it contact the Argentinian embassy or consulate in New Zealand a.s.a.p. Even if you are from another country, your place of residence can issue you a tourist visa. I am not sure if there's a consulate in New Zealand but I am very sure that Argentina has one in Australia, they could help you. There will be no problem to get a tourist visa as long as you do all the necesarry paper work in your country of residence. You dont need to get it in the Phillipines.
