  1. The folly of totalitarian societies is that they institute genocide, or they institute one-child policies. The population/food problem works itself out without intervention - although it could be nasty - because as the population gets too heavy and the food supply runs out, the population will automatically decrease due to starvation.

    There are other automatic responses to the situation - just as rising gas prices have fostered bio-diesel and other green fuel innovations, declining food supplies could provide enough incentive to make food replicators, like they have in Star Trek.

    Another interesting stat is that nations that experience high levels of economic development tend to experience declining birth rates - although there are exceptions and changes - the jury is still out. If the stat is true, however, the government/social planner could control population by fostering economic development.
