  1. you probably can, especially if you have a specific child in mind,  but there are lots of programs where you can adopt from china korea and some of the russian countries.  They are well supervised but will cost you a chunk of time, approx 20000 to 36000  depending, and about a month off your calender....you actually have to go there to adopt.

    Most Western European countries are just like the U.S. in that there are not as many infants available for adoption as there are prospective adoptive parents.

    I adopted my children in China, and I know that many, many, many people in Western Europe adopt in China and other countries that participate in international adoption.

    Further, some countries do not permit international adoption. I don't know if France does, but it is unlikely.

  6. Some countries don't allow international adoptions. You need to find an adoption agency that deals with international adoptions, including France. I'm not sure about adoption laws in France, specifically, though.
