  1. Fund schools from peoperty taxes, but administered by central government and not local districts.

  2. We don't have neighborhood schools due to integration. That would be since the mid-1960s. Even if we did, our very small allotment from local property tax is not the only money a school system gets. The majority of the money comes from state and federal money.

With NCLB (No Child Left Behind) all teachers must be highly qualified (trained and certified in the subject they teach) and student test scores must prove that out, if not, a team of professionals comes in and takes over.

It is very difficult for students from poorer neighborhoods to be motivated when they don't know if they will be fed that day, where they will sleep, if they will sleep, will there be a roof over their heads, will anyone care when they get home from school, will any adult show up at home any day soon, will the adults be strung out or stoned, will they be verbally abused, mentally abused, physically abused, or sexually abused when they leave school, will they get glasses if they need them, will they get medicine if they need it, and the list goes on. You cannot blame the school or the teachers for the living conditions of the poor, and you cannot blame the poor for being unmotivated when food, shelter, and care needs are rarely or never met.

As nasty as NCLB is, plus the fact that it is not funded, many positive things have occurred because of it.

  3. You are right. I don't know what the answer is. People who should be looking into all this and MAKING it right just don't want to take time to do it, they don't care.

  4. Yes!

If you haven't already read Savage Inequalities to have it explained very eloquently
