You make it a private group and invite only those whom you wish .

try to separated the question according to members age it will make it better so no one can be accuse of been unappropriated

the only area's to be public is calendar and links- close the memebrship list- that'll keep the membership private

management- under group settings click web tools- Web Tools (Edit) <-- click the edit- scroll each section and select members or moderators- under Members: (3rd from the bottom) select moderators only- click save changes
