    But if the balloon is allowed to expand, or the hydrogen to escape, so that there is no excess pressure in the balloon, then there is no limit, the hydrogen will always have a lower density than the air around it.

    The practical limit is in the balloon material, it will also get brittle in the cold of the upper atmosphere.
