http://www.senore.com/Cricket/Kamal-c70069 said in a press conference that they would not send the national team to Pakistan if the highest governing body, ICC, does not appoint neutral officials.
The BCB’s decision came after the approval of a new Dispensation policy of the ICC – according to which, one can conduct a bilateral series at any unsafe venue without sending the http://www.senore.com/Cricket/ICC-World-Cup-2011-c100625 match officials, as the respective teams were entitled to appoint their
own local referees and umpires.
“We spoke to him [Kamal] and there was some misunderstanding on match officials. But it has been made clear to him that only the ICC-approved match officials will supervise the series and hopefully the tour will go ahead,” told Ashraf.
Earlier this month, a nine member delegation of the BCB officials, headed by Kamal, visited Pakistan and inspected the security arrangements. The BCB president met interior minister Rehman Malik, along with Ashraf, where he had expressed his contentment
over the proposals presented by the PCB and government of Pakistan.
However, according to new reports, BCB is reluctant in touring their neighbours, denying the agreements which were made upon during their visit.
Nevertheless, Ashraf is still trying hard to convince the respective boards to overcome the current cricketing situation in Pakistan where they have not played an International match since the attack on the Sri Lankan team in March 2009.  
The expected tour, evidently, held importance in opening doors for resumption of cricket in this region where at the moment, the Men In Green play their home matches on neutral venues, mostly notably UAE.
There are two proposals tabled - one of which is a three-match ODI series, and the other is a series of two ODIs and a Twenty20 international, to be completed in one week of April. The series is expected to be played at Lahore’s Gaddafi Stadium, and Karachi’s
National Stadium.
