  1. BELICE ,  BUT THE LIVING  STANDARD IS NOT THE BEST I WOULD PICK THE CZECK REPUBLIC  IT is  not expensive but has a super  lifestyle and culture  and most people speak english  plus it is beautyful

  2. I would suggest Canada. Even with the change in currency exchange (par) it's still a bargain compared to Europe. We've been to Toronto, Montreal and all around (literally) the lower half of Nova Scotia. The people were super and there are tons of things to do. My son went to Vancouver and loved it.

  3. English speaking nations will be part of or at least been part of the British commonwealth, and you'll experience pretty much the same "quality of life" as you'd expect in America, if not better.

The one that stuck on my mind immediately was Australia. But there is still the UK (Which sadly has a very high COL), Ireland, and Scotland.

if you don't mind going out of your comfort zone, the scandinavian nations of the Netherlands and Sweden are known for their extremely high quality of life, and contentment --they aren't native english speakers, but many of them are very proficient in English.
