Asking the cultural habit of that hair look?

Girls, i'm a bit confused when you talk about that "bangs" related to that hair look. What is it really. And also, if a guy have long hair, do they talk about "bangs" too ?

Any hair that drapes fully, or partially over the forehead is considered bangs, or fringe, male or female.

on lexi's pics it the hair that falls over the forehead.  there are tons of styles of bangs or "fringe".  there are side bangs, full bangs, etc.  

and technically guys do have bangs but they dont say that.
