How did changes in voting procedures enable goverment leaders to be elected more democratically?

Do you mean when women and black people got the vote? Sure it changed, white men were not too happy about that they knew it will change voting patterns, and it did. I am not sure if the leaders in those times were thrilled but it certainly drove to a more democratic voting.
