What was the principle reason that the measurements of Herschel and Kapteyn didn’t reveal the correct shape and size of the galaxy?

  1. Methods of measuring distance to stars that were developed then, were falling short in accuracy. This makes it a hazard to guess galactic distances in the Milkyway.  


  2. No, no no.  Herschel never attempted the project.

    Kapteyn underestimated the effects of interstellar dust.
