What was the principle reason that the measurements of Herschel and Kapteyn didn’t reveal the correct shape and size of the galaxy?

  1. Kapteyn's work assumed less interstellar reddening than turned out to be true.  So the galaxy's size was bigger than he thought.

    I wasn't aware that Herschel ever attempted this project.
