This would be to compensate your losses in gas consumption by dropping the toll rate. The delays can be from road work or an accident to out dated traffic infrastructures.

  1. I think you have supply and demand backwards.  Many toll roads and bridges charge more at high demand periods to encourage those who can to use them at other times.
