If you are across from one another:

The person going straight should be given the right of way.

If both are turning opposite ways the car turning right should be given the right of way by the car making a left hand turn.

If you are perpendicular to one another:

The person in the car to the right should be given the right of way.

In my state, it's the car to the right.  

If you're both facing each other, and going straight, it doesn't matter.  

If one is turning, then the one going straight has the right of way.

If both are turning, whoever is the politest goes 2nd.

ususlly the person on the right is the first one to go first(or the personwho is on the otherside first).  it all depends on which side they're on.

at a 4 way stop you would be at traffic lights so it would be whoever gets the green light first.otherwise if it were 2 roads and 4 cars there would 2 cars on a main road and 2 cars at a stop sign.the two cars on the main road get right of way then the 2 cars at the stop signs turn right in front of each other
