At at stop light, who has the right of way, the person making a left or the person making a right?

on a left green arrow, the driver making the left turn has the right of way, while oncoming drivers making the right turn have to yield.  on traffic lights with no left arrows, the driver making the left turn has to yield while the driver making the right turn has the right of way.
