You have probably seen the doublemint gum commercials. They always dress the twins up in the exact same clothing. So, go to the store and you and your friend buy identical outfits. Do your hair and makeup the same. Depending on how far you want to go, you could always "color" your hair. I suggest a wash out color that will only last a week or so. You could even try some of the Halloween hair color to make it blue or orange or something. The freckle idea is a good one. If you are looking for characters, you could always do Raggedy Ann and Andy.

My daughter and her friend dressed as babies, they put their hair in puppy dog ears, worse the same pajamas and had the same binkys around a string around their neck. They also put freckles all over their faces with makeup which made them look more alike. Have fun
