At starbucks, when you have a stamp on your receipt to get a cold drink for $2, does this include frappucinos?

Last time I checked Frappaccinos are not food.

They are some you drink.

They are a coffee drink blended with ice.

Thus making it a "cold drink."

probably the latter. You'd be better to ask them directly - but don't count on a frappucino.
