At&t credit??!!!! can i get a cell phone cheaper since ive had at&T for YEARS?

my dads been having at&t for YEARS.. he got my sister a 2 yr contract.. with 2 lines.. and now he wants to know if hes got credit or sumthin so he can buy a phone for the 2nd line at a cheaper price.... anybody know bout this?????
