At&t prepaid phone card? Making international call to uruguay PLEASE HELP!

I'm calling a relative in montevideo uruguay but it says the call can not be completed?

I've been trying for a week to complete this call and it will not work!

I dialed

011-598-2- ( the home phone number )

it won't work

could anyone please help?!

well it works for me.

i dial 011-5982- then the home phone number

ex. 011-5982-305-1920

it works fine for me when i call my uncle.. what part of uruguay are you calling to... montevideo? i might change if your calling another city besides the capital. i am not sure though...

when you call you have to put a plus sign, the area code and then the number, this should work, i call all the time because of my parents.
