red line running through it. Like on a no smoking sign or no cameras allowed sign. What does it mean? It only happens sometimes.

Yeah that just means that your browser just blocked an "Internet Cookie" Which (depending on the type of cookie) could be used to track your browsing (not to be confused with spy-ware or spam or anything) but it just blocked the unnessesary cookies that you don't need. Look up "Internet Cookies" on wikipedia.org
