  2. Cant is the angle the track is tilted, so that one rail is higher than the other. The sign is prohibiting changing that angle.

  3. Cant angle. It's another term used for the slant on a rail, but also on a raod. Mostly for a railroad though. It's when one rail (of the normal two rails) is higher than the other, to make safer and more efficient.

    Like on a road, going around a a sharp turn, mostly on a highway, the road is on a slant. Mostly on a commuter train (non freight) The angle can be changed. Depending on which way a train is coming on. Your sign, the one you saw, just means, it can't be changed, for what ever reason.
