i'd say from the time they start walking all over the place until they really look smooth doing it,. so somewhere in the range of 2-4 or so.

When they begin to "toddle" or walk... There is no set age, per se, as each child develops differently; but most children over the age of 12 months are considered toddlers if they can walk or not.

Under 12 months are "infants" and somewhere between 24 and 36 months they become "preschoolers".

The word comes form what it looks like when they walk. Or learn to walk. so 1-3.
