  1. You have to be 15.  I dont think so.

  2. In order to obtain a provisional permit in the state of California you must:

Be at least 15 ½, but under 18 years of age

Have completed a 30-hour (or 2½ semester) driver’s education course

The driver’s education course does not need to be completed when you apply for your permit if you are enrolled in an integrated driver’s education/driver’s training course.

If you are over the age of 17½ you do not need to take driver’s education or driver’s training in order to apply for your permit.

Be enrolled in or have completed a driver’s training course

    Pay a $25 fee

    Give your thumb print

    Have your picture taken

Pass a written traffic laws and sign test as well as a vision exam

In order to take the written and vision exams, you must present your social security number and proof of your birth date and legal citizenship.

You must answer at least 39 out of the 46 questions correctly on the written traffic laws and signs test in order to pass.

You have three chances to pass the written test.

If you are under the age of 18, you must hold your provisional permit for 6 months before applying for your driver’s license.

Permit holders may only drive when there is an adult age 25 or older in the vehicle.

  3. You can get it at I believe 15 and a half. And you need it to take drivers ed. Unless you are over 18, then you need drivers ed. Or you at least need your permit to get behind the wheel during drivers ed.
