It definitely depends on the program.  Some schools have a mothers day out program for twos, young 3s, and sometimes even ones.  As far as preschool goes then most schools take kids that are 3 turning 4 (preschool) and 4 turning 5 (pre-kindergarten) and then kindergarten for 5 turning 6.  This is just an outline, all schools differ.  I hope this helps!
