there is no minimum age in the US---each club sets their own age they want to let join, check your local clubs.

There is no minimum age to join pony club (in the U.S.).  However, to acheive the lowest rating, the child should be able to walk and trot independently, off a lead rope/longe line, and with some measure of control (gradual transitions halt-walk-trot) and simple changes of direction.

Also consider what your child will get out of pony club if you sign them up too soon - is it worth the joining fee if they can't participate in too many of the club's activities?
