Most people never do. It is a hassle with no good effect. I would say just wax your bikini line. Don't shave it because it's easy to get nicks. Don't wax the pubic area only, because it can damage skin.

If you do shave it, try using only soap you normally use, because most shaving creams and conditioners leave irritating rashes!

If it's visible around your bathing suit or underwear then now. If not then maybe trim it a bit but I waited until I got a serious boyfriend.

There is no "right" age. In fact, many adults don't shave it. I guess whenever you feel comfortable or have someone in your life to appreciate it.
