  1. Uh, you just asked two entirely different things.  It can rain at any low altitude, you never get too low for it to rain.  Too high for rain?  That would have to be above the clouds.

By rain if you mean the precipitation(which includes falling of ice crystals also),then the highest altitude will be the tropopause(the top layer of troposphere) whose average height varies from 8 kms at poles to 16 kms in the tropics.Moisture is available only in the troposphere and so precipitation can occur only in the troposphere .

    On the other hand,if you mean only rain which includes only rain drops in liquid form, the average height may be 5 kms approximately at the tropics where the temperature falls to zero degree celcius. Over poles,sometimes, the temperature may be zero degree at the surface itself and you can not see the rain at all and snowfall  is only possible.

  4. The first person was right. You would have to be above the clouds to be too high, and you can never be too low.  Now techically speaking, a lot of rain storms start off as snow in higher elevations, and turn over to rain if that is what you are asking.
