  1. just go to louisiana.. it is almost always humid.it is supposed to be 85 degrees but it has a 60% humidity.

No easy answer to this, as it depends on a lot of circumstances and area you are in, if you are in an area that has high rainfall, then the ground is normally wet and spongy and will cause more water vapour to be released into the air so increasing Humidity making it more muggy.  Same with types of trees and plantlife around, hotter climate plants that have to struggle to keep liquid will not release so much liquid into the air again, so hot arid plants affect the humidity.

    Also the weather itself, heavy low cloud that creates an imbalance of pressure and moisture into the air will make it feel more close and muggy than high clear clouds, so again although humidity might be low it will still feel close and muggy.

    Finally the person as well may feel different to another, you may think it is getting close and muggy yet the person standing next to you may say it is fine if a little overcast.

    Some relative humidity levels are very inacurate and you do have to weigh up the factors and differences, for example, whilst in Queensland a few years ago, humidity was a constant 80 - 90% according to the forecasts, yet felt normal to me, however move from the costal plain into the highlands and go into the forest and the muggyness increased until it really felt awful, yet a few minutes later, when at a higher altitude and more open felt fine, but same weather and readings.
