The moment he crossed the line in the sand along the Polish border in September of '39/, he became an imminent threat to the western allies.  Prior to that, he was 'appeased' by the west as he took over Chechoslovakia, Austria, Sudetland, and Rhineland....all peacefully,  In reality, however, the immediacy of the threat probably was after he violated the Versailles Treaty and began re-arming his military during the mid-thirties.

    Chamberlin, Britians prime minister met with Hitler and was trying to keep him appeased. To try to avert war, Britian offered hitler the Sudetenland (i think thats how its called). However all most immediately, Hitler invades and captures the rest of the country.

It eventually became magnified afterwards when we entered the war as an ally of England, France and the USSR etc. You could say as early as Hitler gained sole power in Germany after Hindenburg's death , that is ,if we read Mein Kampf and Hitler's view of history and his resolve to rid himself of the Jewish problem.
