At what point in time did MP's have more say how to run England than the monarchy.?

  1. Only for a few years in the 17th Century, from the outbreak of the Civil War to Cromwell's coup d'etat, when the Army Council headed by Cromwell, the Lord Protector, became the new deciding power in the land.  

    At Cromwell's death,  a conspiracy of generals and aristocrats invited the king (Charles II) back.  Until the early 18th century,  a combination of monarchy and aristocrats were more powerful than Parliament.

    From then until the early 19th Century, the balance of power swayed to and fro.   Since Victoria, the real political power of the monarchy has not been strong.  The real balance of power has been between Parliament and the Cabinet and Prime Minister.

    Parliament has not been a force to be reckoned with since the fall of the Wilson government in 1970.  Since then, the growth of a Stalinistic party discipline, enforced by threats and bribes, has concentrated all power in the hands of the Prime Minister and Cabinet - and, if you want to look for the real power behind the throne, the employers of this small group of modern day robber barons.

  3. The agreement which the new joint sovereigns William and Mary signed with parliament in 1689 or so finally gave parliament more control over the budget than the crown. This was a turning point.

At the time of signing the Magna Carta, where all law making was handed to the people through their elected government, our monarch took the roll to uphold the peoples rights and liberties, 'And has to take an oath at their coronation to this effect'.  This ensures a counter ballance between Government and her subjects.
