The point when you decide to commit to being a tool.  

Don't do it.  Unless, you're going for a sort of adolescent abercrombie like pretty boy type fashion.  If you have a lot, use clippers & just trim it down.  If you have back hair, get that off of there.

The time to shave it is when you don't want it there any longer.  My chest hair and the hair around my nipples grows long and, for me, is not good looking so I shave it.  So do it whenever you want.
