  1. Legally speaking, you should never exceed the speed limit, and passing does not mean you can exceed to pass, so legally you can only overtake a vehicle that is going slower than the speed limit....


  2. I guess it depends on where you live.  Where I live, the roads curve.  If you're not passing with a >10 mph differential, you'll never make it.

  3. I believe it is: at least 10 mph faster than the other vehicle because, if the difference in speeds isn't great enough, you will be in the wrong lane for too long.
