    6.Submit an I-600A form for the child to come to the USA

    9.Travel to China to complete the adoption process

    10. Go to the Civil Affairs Bureau (CAB)

    11. Pick up the Chinese baby.

  6. I don't think Japan has an international adoption program, though I could be wrong.

    If your sister is thinking about international adoption, a good place to start is the book "How to Adopt Internationally.  It goes through the entire process and has information on adoption programs through every country that has one.  Different countries have different requirements, with regard to age, income, marital status, etc.

    All children deserve a stable, loving and safe home, including children not born in the US.
