Attaining a "Seller's Permit" in Chicago?

Where and How would I go about getting a seller/vendor permit to sell/rent things at the beaches downtown. Who do I contact? and how do I go about setting up a small tent on the beach? do I rent from the city?

Contact the Illinois department of Commerce.  I emailed them with a similar question and they sent me a packet in the mail with info on starting and registering a business.
