Attempting to buy something on CANADA itunes store, HELP!?

Alright, i am attempting to purchase a T.V episode on itunes, on the canadian store. (stargate SG-1, Beast of Burden) but it keep's saying that my account balance cannot be accessed at this time, and i know i had 55.58 left on the account, is anyone else having the same problem?

umm someone else on here is having that same problem i think apple might be doing something with itunes
