Aurora Ticket in Pokemon?

What lady do you have to talk to to see if the event is taking place on Mt. Pyre? What does she look like and where is she on route 123?

The Aurora Ticket is an event item from the Pokémon Rocks America tour when it was at the Nintendo World Store. It is needed to access Birth Island in Pokémon Emerald and Pokémon FireRed and LeafGreen where Deoxys is located. Unfortunatley, if you didn't get the ticket from this event, you won't abe able to catch the Deoxys.

I don't know what you mean by the lady on route 123, from what i can see, she has nothing to do with it.
